This is the plan rendered from review of the 1972 Federal Water Pollution Control Act. It resulted in a voluntary process of "best management practices" mostly concerning conservation tillage. This document, along with Appendix III, is a prime example of the complete waste of money and utter failure of voluntary compliance for improvements to environmental quality by growers.
