It identifies key barriers that limit compost production, distribution, and use, including regulatory inconsistencies, market challenges, and gaps between waste management and agricultural policy frameworks. Drawing on case studies, policy analysis, and stakeholder input, the report outlines opportunities to better align policies to support compost as a tool for soil health, waste diversion, and climate mitigation. It emphasizes the role of compost in improving soil function, reducing landfill reliance, and supporting agricultural productivity. The report provides recommendations to improve policy coordination, strengthen markets for compost products, and increase adoption across agricultural and land management contexts.
